Resident Survey: 2026
The 2026 Resident Survey helps us to understand the views people have about the local area, the Council and Council services, communication, and community safety.
This is now the third year we have ran a resident survey, and the findings help us benchmark against previous years so that we can build a more accurate view of how people are thinking and feeling in Exeter.
Each year, the Resident Survey is two-fold. There is this version, which is the online version which is available for any resident to complete - we call this 'self referral' and those who complete it are not necessarily representative of Exeter's whole population.
We also work with a research partner called Enventure Research who will carry out the same survey with a representative sample of 1,100 Exeter residents. Enventure Research will carry out their portion of the Resident Survey by calling people on the phone and asking them the same questions that people will answer in the online version. Enventure Research will also carry out face-to-face data collection in Exeter, both in and around the high street area, and within Wards, all to ensure that we succeed in gaining that representative sample of 1,100 Exeter residents.
Both data sets (online and that collected by Envernture Research) will be published alongside each other, as has been the case since 2024 when the annual survey was introduced.
The survey will take around 10 minutes to complete. Your answers will be used to help improve the services offered by Exeter City Council.
Before you start the survey, it's important to note that your local area receives services from two councils, Exeter City Council and Devon County Council.
To set some context and to let you know more about what Exeter city Council is responsible for in the city, here are some of the services that Exeter City Council provides:
- Housing (ECC tenants and homelessness)
- Leisure and culture
- Licensing
- Refuse, recycling, and street cleaning
- Planning Services
- Community grants
- Parks, playgrounds, and open spaces
- Climate and environment
Devon County Council and not Exeter City Council are responsible for many services within the city of Exeter, including but not limited to:
- Children, Families & Social Care
- Education & Libraries
- Highways (e.g. roads) & Transport (e.g. buses, cycle lanes, etc)
This survey asks about mostly about Exeter City Council. However, some of your feedback may be more relevant to our partner organisations such as Devon County Council, and we will ensure we share all relevant findings with partners when the survey closes.
