Our Engagement Process

Over the summer, Exeter City Council undertook a comprehensive stakeholder engagement process on the future of Local Government in Devon. This six-week programme was designed to gather feedback from stakeholders and communities to inform the development of our Local Government Reorganisation proposal for Devon.

Remaining LGR Timeline

  • 25/26 November 2025: Full Council and Executive to consider the draft proposals
  • 28 November 2025: Deadline for submission of full business cases for local government reorganisation.
  • Spring 2026: Government consultation on proposals that meet the six LGR criteria.
  • After May 2026 elections (before summer recess): Government decision on the LGR model for Devon.
  • Autumn 2026: Structural Changes Order enacted – legislation to establish the new single-tier authority and abolish predecessor councils.
  • May 2027: Shadow elections for the new authority.
  • 1 April 2028: Vesting Day – new councils legally come into operation.
